The wall was approved in 2006 (which is why some of it exists already), but funding for further construction was withdrawn by the 111th congress and never reinstated.

I guess the dims decided it was unnecessary to try and withdraw the authority to build the wall since they planned on retaining power for decades. Too bad for them, their dreams of absolute power were shattered in 2010. The House under the 'Pubs passed several budgets which included funding for the wall, but they never made it to the Senate floor.

We'll see what the 115th congress has to say about it.....
