As it is now, when you buy an unfinished product, the company selling it to you charges you a tax through your reseller license, under the fair tax, I assume that step is eliminated.

Correct.  b2b is untaxed.  The consumers you sell to will pay the tax (if not businesses).

Yes, if they are a business, they aren't paying taxes.  If I license you to sell my widget, and I sell to you, then correct, you would not pay taxes.  If you sell my widget to another business, they would not pay taxes -- you would make your profit and be done.  If you sold to a consumer, they would pay the tax.  The tax is only levied at the point of consumption.  We can have 100 resellers in the middle -- none of them will pay tax.

Yeah, no tax on services or goods sold to businesses for resale, or any business purposes.

Getting a business license takes all of ten minutes, thats it, and you are legally in business.

Now with license in hand, you can shop at my clearance center of so called "unfinished products" and avoid the end of purchase tax.

If you are saying someone is getting a business license to purchase product b2b to avoid paying the tax as a consumer, then yes, that's illegal...
