Can the House initiate declaration of war? We are war with the Islamic State of Iraq and Syria (ISIS). If it possible they should do it and see what Obama and Dinghy Harry will do with it. This would be one bill Reid could not ignore.

Congress approved its last formal declaration of war during World War II. It's not a law, it's a Constitutional amendment. This is not to say that there are not also federal laws passed/enacted by the Congress regarding the use of military force by the United States.
And for what it is worth, Obama has on more than one occasion ignored both now. So it's not a question of If, but rather of HAS ignored both the Constitution and the law.
Just yet another example, reason, why this President should be facing articles of impeachment.
