I just hope we will still have some heroes in the military when Obama leaves so we can rebuild it.

The next POTUS can, via EO reinstate their positions to full honor/rank and pay over night.
It's in their contract with the Military. Upon departure, every soldier has a three to six year obligation and can be called to fulfill it with 24 hrs notice.
I'm going off memory, because I think mine stated both, 3 or 6 depending on needed skill/MOS from date of departure.
Basically a draft without having the need of Congress approval.
