Title: weird etiquette

This is the kind of thing that makes me glad I don't care to travel much.  Glad to stay home where one can do pretty much as one pleases and no one has any big hangups about using a fork or a spoon or where you put your chopsticks or when you order cappuccino (never is when I order it) or how you shake your coffee cup when you've had enough or it's an insult to refuse an offer of vodka, even if you're a recovering alky.  People are really weird.  And the scary part is it doesn't keep them from voting.

That one was particularly odd. But then, the Russians have been suffering from incompetent and oppressive governments for centuries now, so maybe it's a coping mechanism?
