Yes, he was. I never really knew his name, but he had been around a long time. RIP.

Napier's most memorable role was probably in Silence of the Lambs, as the cop whose face got eaten off by Hannibal Lecter. He and Earl Holliman were probably the two most versatile "utility" actors, terrific in any number of brief --- or starring --- roles.
