then the chanters should be arrested and prosecuted.
And the "Death to America" chant should be considered an aggravating factor.
The motivation behind a crime has long been considered
a factor in determining the severity of the crime.
Vandalism is usually considered a misdemeanor.
But vandalism motivated by a desire to overthrow the government
becomes part of an attempt to overthrow the government,
and should be prosecuted as such.
