Kind of.
The developers of Yabb split off to form a new company, and SMF is the result.
As an admin, it is by far easier to tweak, but like all things, has a learning curve.

Not the same software. SMF is written in PHP, versus yaBB written in PERL. yaBB runs on top of a flat-file database, while SMF runs over MySQL.
