Dems seemed to be pretty-good at rallying their base with phoney 'victims'. The obamacare-rollout ended that option. They created real victims. A lot, of which, comprised their base.
When the doctor-shortages and long waiting-list problems begin surfacing, there won't be a much of a 'base' anymore. It'll be more like scaffolding.

When people are facing hard times they want quick fix something which only the government is able to offer directly rhetorically speaking whereas conservatives can only offer indirect fix, doesn't matter that the facts support private market when these people are not able to comprehend the conservative solution.
I think these victims will scream for more socialized medicine which will end in standardization of doctor shortages and long waiting lists.
