What was there before Trump started the rebuilding could hardly be call a wall or a fence or a barrier of any kind. Not only could it be walked through, a person could drive through most of it. The desert was a bigger barrier than what coulter is claiming to be in existence.

A fence is not a wall. Replacing a fence with a wall is still adding a new wall since there was no wall before.
