Thomas M. Kostigen, Special for USA TODAY
Poorer nations suffering from extreme weather disasters, so much so that their citizens are seeking refugee in safer terrains outside their borders, want rich nations like the United States to pay for reparations and to relocate populations.
Preparatory talks ahead of the United Nations Conference on Climate Change to be held in Paris in December has representatives from developing nations asking for more than an already agreed upon $100 billion per year for climate change mitigation measures. They want additional compensation for weather-related disasters as well as a "displacement coordination facility" for refugees. And they want all this to be legally binding as part of the larger anticipated Paris accord.
The U.S. and wealthier nations in the European Union are balking.

Give Obama time. He'll probably issue an executive order for that.

Not yet. No, but it came through loud and clear.
I don't blame them for thinking they're entitled like that one bit. Our Constitution states explicitly that our government is created for the benefit of the American people. Yet instead we Americans have tolerated a government which behaves as if it exists for the betterment of all humankind, not just our own people. Until the American people say enough is enough. And will no longer tolerate their government expending their own money and resources to be the worlds police/charity outreach. We can expect these people to feel they are entitled to the benefit of American's hard work.
Maybe it's time to take down the Statue of Liberty
"Not like the brazen giant of Greek fame,
With conquering limbs astride from land to land;
Here at our sea-washed, sunset gates shall stand
A mighty woman with a torch, whose flame
Is the imprisoned lightning, and her name,
Mother of Exiles. From her beacon-hand
Glows world-wide welcome; her mild eyes command
The air-bridged harbor that twin cities frame.
"Keep, ancient lands, your storied pomp!" cries she
With silent lips. "Give me your tired, your poor,
Your huddled masses yearning to breathe free,
The wretched refuse of your teeming shore.
Send these, the homeless, tempest-tost to me,
I lift my lamp beside the golden door!"
Tell them to go tap the Chinese who pollute three times as much as any other nation and see if they will get up off all that gold they got stashed.....
That's why we never see such demands being made of say China for example.
They know the Chinese will tell them to go get bent, and in no short order at that.
Likewise they also know that if they scream loudly enough, the American government, particularly this one, will cave in, and give them our hard earned tax money.
