The National Guard in DC is rather inconsequential. They do little besides direct traffic and establish first aide stations to treat various minor incidents. I recall one year 4th of July when they set up a mess tent and served food, which wasn't bad.
They have little to do with overall security.

DC has its own army of Police officers who do the heavy lifting, DC MEtro Police, US Park Police, Capitol Police plus the letter agencies.
