I have mixed feelings on this one. Is it a joke or what? Speaker says that it operates on a chemical that reacts to an already abundance of resouces underground.

Not a joke, I remember this idea being floated (pun intended) in the 50 and 60s, 70s and 80s, problem has always been infrastructure.
