It's obviously a man that escaped from his 2nd floor apartment (on a vine~ hence the tarzan panniez)that is on fire from the falling baseballs and dutch soccor balls (hence his dutch soccor shoes and bat he needed to kick and hit the balls away) and of course the helmet is for the flaming motorcycles that will come falling down as the storm worsens....
