Doesn't matter, it's all about numbers. The more illegals who congregate in one state/city, the more electoral votes they will have, unless the GOP gets off its collective ass and makes changes to the census.

You statement raises the question, "How can census guidelines be changed?" I am pretty sure it is not part of the Constitution and am thinking it may just require congressional action. If so, this makes congressional control by the GOP even more important. And, while we are at it, change "birth right citizenship" to it only applying if one of the parents is a US citizens.

Reading through the purpose and rules of the Census, it was specifically designed to count citizens households.
Travelers and migrants were not to be included, simply because hey were not citizens as they were merely temporary and transient.
