What I meant is: I don't see a need for having such a license in real life, as in, just another form of tax and control. I do realize that the need to prevent overfishing, the need to have the continued birth of fresh fish, and the hard time and place policies. No trespassing laws, size/limit laws, no commercial fishing/private only laws, etc. Stuff that makes sense.
