Every state overestimates what the revenues will be and underestimates what the expenditures will be. Projects do not come in under estimate and there will always be the need for another bond issue to finish the project. But hey, some people believe in surpluses and Santa Clause.

California raising taxes again, from top to bottom, should be at least a little clue for you to realize the "surplus" is gone. And if you could figure that one out, it should dawn on you that since there was never any serious talk about lowering taxes, there was never a "surplus".
