What percentage of police were instigating violence?
We know from video, it was far more than rioters, which in the majority, were leftists.
Protestors were not violent, we also know Antifa was implemented by the left to instigate problems dressed as Trump supporters.

Considering the number of entrances where I saw police actively fighting with rioters, compared to the number where they weren't, I'd say a very small percentage.
