It's not about safety. If you really cared about safety at intersections, you would change the red light timing to have all red lights for a few seconds to offset the "point of no returns". Of course, it doesn't help when people are too stupid to look both ways.

Want proof? Look at certain foreign counties. They go from "green-yellow-red" and "red-yellow-green" at the same time and look how many accidents they have.
