Around here, manure is spread in Spring & Summer, most farms have huge composting pits - just works better.  Spreading it fresh, before composting.. more likely to spread disease directly to the plants.

It's one thing to talk about "how someone thinks it should be done - on human terms" - nature just isn't like that.  When these whacked out Environmentalists figure out a way to control the feral hog population in Texas, I might give a listen.  In the meantime, I'd like to encourage everyone to plant a "soon to be illegal" - garden.... just to piss them off.
