Absentee has always been Legal, what wasn't legal was simple mail in ballots. An Absentee ballot requires proof of residency, an actual mailing address to match, this is done when one legally registers to vote, be it Military or disabled or simply required by some counties, like mine.

The shit the left pulled was totally illegal, no registration needed, just fill out a ballot and mail it in, or several, no signatures were checked.
