Shootig someone in the leg is stupid and dangerous, there are shoot through issues first of all, the leg is a smaller target and you are likely to miss in the heat of battle. Where will that bullet go? Hopefully not a block away and hit Grandma coming out of Walgreen's.

Second shooting someone in the leg isn't going to stop them from shooting at you or even thier forward movement in a charge with a knife or bludgeon (21 foot rule).

Yep, people don't realize that the difference in a center mass shot or stomach shot is only a fraction of measurement, an officer is relying on training and reflex in a split second decision.
Training should never waiver in creating doubt that could cost one their life. Meaning training consists of assessing a situation, and if pulling a gun, be prepared to take a life.
