I remember the arguments surrounding C-SPAN before it embarked upon its House-floor and Senate-floor coverage.  The camera was not allowed to pan... 

Not because of speeches to empty seats.  But because of speakers' flourishings during speeches to empty seats.  Overtly pretending people were actually there...

Like when obama points-to and waves-at people who aren't there.. if the camera-person only had the guts to pan.
