I don't have a problem with it, simply because the US is lagging behind in some of the areas these people are needed.
Keep in mind, a lot of these people already work for American Co's all around the globe and with so many business's returning to the US, they'll need these people to continue working here, you can't simply replace and retrain, that can take years.
Note the term "Temporary".
