When it hit the campgrounds it was at night when all were asleep. Even with a fifteen minute warning, which is usually the most one can expect and even then that is if they were in place, that will not give you enough time to gather your thoughts. Most at the campgrounds were young girls who probably thought they were safe in their cabins and then the cabins washed away. Last I heard 27 still missing.

The way the water came up so fast, they probably woke up, only to be stuck.
