The simple portion is that the NBA (Adam Silver) has signed an agreement with China, promising not to promote anything which would anger the Chinese government, in turn, receiving approval to broadcast the NBA in China.

The NBA, including Mark Cuban, does not see a need for such an agreement with the US.
