This will be best news ever for the middle east mafia.

They steal countless amount of smartphones which they ship back to middle east for redistribution back to black markets, the only thing stopping them is only operators being able to unlock smartphones. Of course there exist illegal software to do the job but if this would be enacted I think it will be an even higher spike in smartphone thefts. I.e in Norway over 40% of all smarthpones has been stolen 

Though this is not the first time obama sides with criminals over business.
