This is how CHINA gets technology from the USA.

1. Virginia Tech gets a huge government grant to research Nano Technology.
2. The grant is tied to developing & locating some of that research space in impoverished Danville, VA., where it's supposed to bring in "work" and "smarter people"... something like that, a Politican's dream.
3. Building is beautifully renovated, high technology brought into that space, it opens.
4. The research grant is paid, and researchers move in and start researching.
5. Several of the Students and one or two of the staff ... are clearly NOT American bred.
6. The grant eventually runs out.  The research doesn't stop, it's formed into a small company, which is curiously OWNED or MANAGED by a gentleman who is clearly NOT an American, speaks Mandarin.
7. The ties to Virginia Tech ... meh, run out, their part is done, their research is over, but, curiously, UVA (University of Virginia Charlottesville), comes into the picture - another grant...?
8. The "business" in Danville closes and moves to Charlottesville.

The Nano Technology our tax dollars paid for - probably went across the pond to China.
At the time they started, nano-tubes were just being developed, same for super-conducting carbon conductors (they told me).   This kind of "we fund the research, China pays nothing & gets it all" - is giving away the intellectual store, and our elected politicians & Universities don't seem to care.

A dozen years ago, seeing a Chinese student wandering around Virginia Tech (Blacksburg, VA) was a rare occasion - now, it looks like you've stumbled into a Chinese city, the Chinese are *everywhere*, and I'll BET less than 1% of them are American Citizens.  IMO, they are here to steal intellectual property at the cutting edge, research level - and if they can get the tax-payer to fund it, all the better.
