Hell, even The Con said it will be dead on arrival. The Senate can't write Bills, only the house. Though the Senate can pull old Bills up if they like.

NEW ORLEANS, La. (WVUE) - Louisiana U.S. Sen. Bill Cassidy, a Republican, has teamed up with New Jersey Democratic Sen. Bob Menendez to propose billions of dollars in help for state and local governments affected by the novel coronavirus pandemic.

"The proposed State and Municipal Aid Recovery and Transition (SMART) Fund would contain $500 billion to help states and local governments, according to Cassidy and Menendez, who discussed their plan with news media around the country on Monday (April 20)."

This bill is being worked on so i guess they didnt get the memo they cant write spending  bills. The Pelosi bill is  900 billion for states, this one is 500 billion so they will compromise at 750 billion. Trump IS GOING TO sign a state  bailout.

The sad thing is everyone here knows how republicans do things. The senate  is going to trim pelosi's  bill to 2.5 trillion, call it a conservative victory and move on. And Trump WILL sign it.

The bad part is Trump is holding all the cards. No bailout till every state is fully open but he is going to get bluffed and fold.

Conservatives stopped amnesty in congress several times by  being  vocal. You want to pay for  NYC being  locked down then just stay shut  up and accept it. Be happy to pay for CA, HI,IL,MA,WA, ORE, MI and others to lock down, or tell trump how you feel.
