I don't disagree his personal security force was what actually kept him and his family protected, I was talking in reference to the theme of this topic.  What he didn't do, was wipe out the SES and ES.
I worked in the Civil Service for 26 years, and the one thing I could depend on, when a new President from the opposing party took office, within weeks any SES appointee went home.  Oh! you can add 9 years to that 26, covering my military time...and 9.5 years as a Beltway Bandit. All except the military time was served in Washington, DC. 
Mr. Trump didn't clean house when he took office, not to the extent his predecessors did, and that's what the theme of this topic is about.

I don't think Trump wanted to clean house like you're talking about.  Let the rats scurry and hang themselves and rat each other out.  D.C. is a big place and we need to fire the communists hiding deep.  That takes time.

It's an old system, there are holes in the spoils system. Any position above GS15 is classed as a political appointment. My first agency, the FCC, was semi-immune, it was/is classed as a Treaty Agency, The Commissioner's are appointed by the Prez. They were subject to Communications ACT, and the Geneva Conventions. Anyone below a Bureau Chief was a !5, back then the SES had not started yet. When I first went over to FEMA, I was lost. The whole mgmt structure seemed political.  Went there in 83, Reagan was Prez, It was kinda scary, regardless, I served on Reagan's last Inaug Committee, and later
GBush's., anyway, a lot of the top people were a wee bit crooked, lol.  When Clinton took hold, saw the SES for what it was, overnight every SES was gone, within weeks they were all replaced.

The regular GS employee's are protected, it's all those semi-political trashers that needed cleaning out. Take the mofer who lied about the Trump telephone call, and the content.  That jerk was a temp assignment from DOD, under Obama, why was he still there?  All of the people in the EOB are loaners,
there was some story about Obama showing the Trump the people in the executive wing...what Trump didn't do was fire them all...(send them back to their parent agencies).  When Bush took over from Clinton, my sister  was in the EOB as a loaner, within 30 days she and all her good buddies were sent back to parent agencies.

Y'all don't realize how hard it is to fire Govt employee's.  A myriad of regs prevent it in all but the most extreme cases...the appointee's can go but the rank and file types THAT REALLY MAKE THINGS FUNCTION are almost impossible to get rid of....speaking from experience
