I think we have a pretty good estimate of how many illegals are in this country so you could just take the number 60 million and divided up among the states depending on their percentage of the population with a heavy heavy penalty for states that have declared their self Sanctuary States and an additional penalty for the number of cities within each state that have declared themselves Sanctuary cities.
