The EU decides it is going to tell the Internet what to do.

The article is not about Net Neutrality.  It is about the EU General Data Protection Regulation (GDPR), and it only effects companies that have an internet presence and are within the EU.  It will effect Google, Facebook, Microsoft, and other American companies who have a physical presence in the EU, but it will not effect any company outside the EU.

Net Neutrality is what Obama did in 2015 when he had the FCC adopt regulations that would turn every ISP into a government regulated utility.  While it would not end the internet, it would put the contents of the internet entirely under government's control.  Thankfully, that issue has been since corrected, thanks to Trump's FCC.

The GDPR is something completely different.  It is the EU's attempt to hold social media companies accountable for our data.  After Congress' Facebook hearings last April, I fully expect a few bills similar to EU's GDPR will be introduced in Congress.  Such as S. 2640 the SAFE KIDS Act (a.k.a. "Safeguarding American Families from Exposure by Keeping Information and Data Secure Act") introduced by Sen. Daines from Montana.

No, they are not even remotely related.  GDPR and similar bills in Congress exist to protect your data, your right to privacy.
