I actually agree with Giuliani on this.  Lying isn't illegal unless it breaks a law.  I think Giuliani broke the law with what he said about the two poll workers in Georgia and I think Fox News/Tucker/Powell broke the law with their unsupported claims about Dominion, but nothing Trump said was illegal.
