Their was a lot of jargon in there, but what I got out of it was O wants to open investments (I have to wonder if that means taxes in O-speak) to increase efficiency in energy use by business.  It sounded like (to me) he is trying to negate the energy sectors complaint that EPA guidelines and new necessary equipment are forcing them to shut down plants, if "someone" gives them the money, we can continue as before, and count it as jobs created (as opposed to eliminated because of previous legislation).  Am I coming close?

In reading through it, I think it's both, taxes as well as printing money, money we simply don't have.
One has to ask their self, if I owned a business and the Fed says I have to buy a new Fed approved boiler/generator, who is going to pay for it?
In most cases, that equipment is the heart of the business, the options the way I see it, is the Fed guarantees a low APR loan and the business is either forced to take it, or pay for the changes outright, or go under.

Today, President Obama signed an Executive Order to facilitate investments in industrial energy efficiency that will strengthen American manufacturing and help create jobs.

Real meaning: Today, Obama signed an EO that will force US manufacturers to adopt more "green energy" policies, through the use of EPA rules and mandates. This will create "green jobs".

These efforts to boost industrial energy efficiency, including combined heat and power systems, can save manufacturers as much as $100 billion in energy costs over the next decade, improving their bottom lines and strengthening U.S. manufacturing competitiveness.  These types of efficiency measures will reduce energy consumption and reduce harmful emissions.

Real meaning: These efforts will cost US companies billions in new "green" systems and fines for non-compliance. Chinese companies have no such rules, so many smaller US firms will be crushed. Jobs created in the US, will follow the Solyndra model, and will be working on new "green" technologies, that we can force manufacturers to purchase.

"Today, we are taking another step to strengthen American manufacturing by boosting energy efficiency for businesses across the nation," said President Obama. "This action will cut costs, increase efficiency, and help our businesses create strong, middle class jobs.  We'll continue to do everything we can to put more people back to work and build an economy that lasts."

Real meaning: Today we are taking another step to give money to "green energy" companies, put US manufacturers out of business, and offshore anything that isn't considered "green".

While manufacturing facilities have become more energy efficient over time, there is an opportunity to accelerate and expand this trend with investments that reduce energy use through more efficient manufacturing technologies and processes, such as the expanded use of efficient, on-site heat and power generation, known as combined heat and power (CHP).  This Executive Order builds on important steps the Administration has taken to scale up private sector investments in energy efficiency in our homes, buildings, and factories with efforts like the Better Buildings Initiative and investments upgrading homes around the United States.

Real meaning: While manufacturing facilities have done everything they can to meet EPA standards, we have decided to move the goal posts, and force them to spend more money on "green" technology, that doesn't even exist yet. This EO will continue to give tax credits, (free government money), to homeowners and "green" union businesses.

In addition, it directs the Departments of Energy, Commerce, and Agriculture, and the Environmental Protection Agency, to coordinate actions at the Federal level while providing policy and technical assistance to states to promote investments in industrial energy efficiency.  The Executive Order also directs agencies to foster a national dialogue through ongoing regional workshops to encourage the adoption of best practice policies and investment models that overcome barriers to investment, provide public information on the benefits of unlocking investment in industrial energy efficiency, and use existing Federal authorities that can support these investments.  

Real meaning: We will use every federal agency at our disposal, to threaten both states, and businesses, that don't comply with my new rules.

Today's Order also establishes a new national goal of 40 gigawatts of new combined heat and power capacity by 2020, a 50% increase from today. Meeting this goal would save energy users $10 billion per year, result in $40 to $80 billion in new capital investment in manufacturing and other facilities that would create American jobs, and would reduce emissions equivalent to 25 million cars....

Real meaning: Today's Order provides a way to continue to squander billions of taxpayer money, on solar, as well as other unproven technologies, to "green" companies that support me and the democrat party.

This latest EO, simply takes the promise he made to coal plant operators, and extends it to all US manufacturing.

While I was reading this, I could not help but think this is how a lib will read it:

That clip has always made me angry because what he says is that it is more important to get rid of coal than to create or maintain jobs.  Jobs have been on the absolute bottom of his list from his first campaign on.  Secondarily, how are people supposed to plug in those elective cars with no coal and no nuclear electric?  So we are supposed to become a nation that lives off solar, wind,and water energy, yet keeps up with the world in production...yeah, that'll work.

If you really want to get angry, think about the fact that we can burn coal, cleaner than anyone else on the planet. As our plants are being shut down, we are exporting tons and tons of coal to China..................where it is burned in a dirty way, and used to produce things that are shipped to the US. :cursing:

Worse yet, the particulates from the coal that China is burning, drift across the Pacific, and land on the US.

US manufacturers are already attempting to remain competitive, under the highest corpororate tax rates on the planet. By forcing them into higher energy compiance laws, they will either move operations overseas, or close their doors. Obama is well aware of this..................................more lost jobs, and another nail in the coffin of US business. :sad:
