"WASHINGTON – Sen. Marco Rubio (R., Fla.), considered a leading GOP presidential candidate in 2016, on Wednesday called for the federal government to consolidate all of its anti-poverty funding into one federal agency, which would then direct money to states so that its use can be tailored for local needs.

The money would be called "Flex Funds," Mr. Rubio plans to say in an afternoon speech, according to prepared remarks. He will say this money "would be transferred to the states so they can design and fund creative initiatives that address the factors behind inequality of opportunity."

I mean, I'm all in favor of streamlining gov and giving power to the states, but Rubio really needs to think before he speaks.
