Lets say the unthinkable happens and Quid Pro Quo Joe is not only the Dem nominee but also the Dims steal another election with legions of Phantom voters ad Illegals stuffing the Ballot and rigging the machines.

Would it be possible to Impeach Jo Jo for his corrupt and illegal actions as Vice President or as a "civilian" re Ukraine and China?

If the House has enough votes then they can impeach anyone with anything and not be held legally responsible.
The interesting part would be how the Senate would trial the impeachment. They would want a legal charge. Charging Biden with a crime while not in the office he holds would be the first legal fight. Could you charge a President for what he did as a Senator, Cabinet member or as an intern?  I think it would end there after a long fight in the courts.

Even out of office, all Reps can still be Impeached.

To the best of my knowledge; impeachment is just a political action and impeachment after office has no effect other than humiliation. It does not even prevent the person from running again.

Could they lump a VP term with a Presidential term to consider it a single term?

It sounds like we have to have the Ukraine convict Biden, which means he simply will never visit them.

No, it bars them from holding public office ever again, assuming they do a full Impeachment.

Pelousy won't even call a vote on impeachment, because she can't even be sure of support from all of her Dims.

It wasn't exactly impeachment, but I remember years and years and years ago Adam Clayton Powell, Jr. was decertified and drummed out of the House of Representatives (for corruption in office?), and his Harlem, New York District was instructed to hold a special election for his replacement. 

Guess what.  He filed to run in that special election ... and won. Apparently only his constituents loved him.

For some reason I associate the Honorable Mr. Powell with Bimini Island (near the Bahamas).

You associate Powell with Bimini because that's where his vacation home - where he spent most of his time - was. You din't assume he would actually stay in his district, did you?
