(2) If you can't add and subtract, you don't deserve to be a commonwealth. So you are now reduced to a US territory. We'll appoint the Governor and all other government officials. English will become the official language. We'll fold your debt into the the US debt. There will be Federal corruption trials for all those officials who stole the money. Don't like it - see option (1).

Blame the people that designated Puerto Rico as an American Territory in 1898... 'under the sovereign jurisdiction of the Federal Government', with the umbrella of the Constitution extended to them. 

The meat of the Provision would've applied to the Territory Of Arizona, the Territory of Alaska, etc., all the way back to the Louisiana Purchase... before they all achieved Statehood.

Congress is obligated to keep them solvent or let them declare bankruptcy, like Detroit.  -Then oversee  restructuring by-committee.  The obvious cost-cutting the committee will decide upon is PR's pension-funds.

The only out is to declare PR's territorial status as null.  I'd be for that in a perfect setting... but there'd be a furious outcry, lasting for years.  And we'd need passports to go there.  Right now, we just need a couple photo-ID's, birth certificate, and proof of sea/air tickets.

Bail them out? Absolutely. If they allow an audit of their government and then put in a conservative governor and accept some serious austerity.

Doesn't Puerto Rico have a special status that grants it greater powers that regular state governments? In any case, by no stretch of the imagination should the US bail out Puerto Rico; what happens then when Illinois, California, NY, NJ CT and RI come calling?
