In fact, nothing larger than a fishing boat can travel on the Great Miami River.
There are several low dams between Dayton and the Ohio River,
which block even small boats from traveling far on the river.
A "Port Authority" is a state-created corporate entity
that has various tax and financial advantages
that can be used for economic development.
The Dayton Port Authority exists only on paper, in bank accounts,
and in a small office whose door faces an alley.
