As far as I know, the "gallows" are "cruel and unusual" punishment so are not allowed anymore. IMHO "tears streaming down their face" would indicate remorse, sorrow and realization of transgressions. I can't see these folks EVER being sorry for their actions. They may be "sorry" when/if they are held accountable but, that is unlikely at this point.
