honestly the only thing we need a wall/tunnel surveillance for is the drug dealers that come here. If we enforced our current laws on them and penalized anyone that helped them stay in the country they'd send themselves back.

We already have laws about money transfers to prevent drug profits from being sent back to the Cartels.

Problem is they figure ways around it. One is a practice called smurfing. That means they send the dough back to the source country in increments smaller than $10,000. every time there is a transaction of 10,000 or more the banks (Or other financial instiuttions like Western Union) have to fill out a form. THey figured out if they sent the money back in lots of 5,906 or 4,302.25 or whatever, using different surrogates they can beat the system.
