I'd say the tarot cards for that one have not yet been shuffled and dealt. From a historical standpoint, it is not new to appear to be pro-military by just discussing this issue (and nudging Obama or some flunky to piously avow future changes). The proof will lie in what gets done about it.

Congress has already told Obama he can not pull funds for the aircraft carriers now under construction. I call that a ray of hope he can't derail major longstanding development projects. It's just too bad so many Blue Dog Dems (and defense hawks) got out of the process, leaving the crackpots and dreamers in charge.

They obviously aren't as smart as "Maddog". She at least can see that the knife cuts both ways.
