I kept thinking it meant "off topic" for some reason.  It means "open thread"...

I think it depends on the forum. We're a poli forum, so if the topic isn't political, its off topic.
If its a closed forum, and someone wants to post, but isn't a member, then the restrictions are lifted, it is now an Open Topic, open for all to discuss.

It took me forever to figure out that OP meant original Post, I thought it was a reference to Andy of May berry. :-[ ;D
