I don't believe that the police have a duty to directly protect citizens, bodyguard style, but to protect by apprehending criminals. I'm pretty sure murder, assault, breach of peace and about 100 more code violations would make the stabber a criminal, whom the police have a duty to arrest.

I think you nailed their argument, they are not responsible for individuals in a crowd, that alone would get them sued.
