This is too funny, the Office of the Director of National Intelligence (ODNI), actually took a stock photo, you know, the kind business buys for advertising in their ads, so it looks more professional.
Well, ODNI might have paid for it's use, but then they added a cripple and blind guy to accentuate their "Diversity". Can you say "FRAUD"?

There is soooo much wrong with this, be it faking diversity, to plagiarizing by editing a photo they were not allowed to edit contractually.
