In Ohio, a vehicle drops out of the registration system after one or two years of not being registered.
As far as I know, vehicles never drop out of the title system. So if you can provide a VIN, you can get a title (in the name of the last titled owner of the vehicle.)

I went to DMV and my 1970 El Camino was no longer in the system. She said it had to do with switching over to a new system, so anything that hadn't been registered in the last decade, was not reentered.
The upside for the guy who bought it didn't get charged, not even a gift tax.

But in all fairness, this is fucked up Ca. :biggrin:
