President of the country - 2 terms 8 years total.

Governor of the State - 2 terms-8 years total.

Senator of any level - 2 terms 8 years total.

Congressman - 3 terms 6 years total.

Rotation of the burocracy - every 4 years.

We  have such a system of compulsory rotation in the US Army and Navy.

That is, organizations are much more important than civilian office workers. And nothing happens, they cope normally. But Trump inherited from Obama millions of loafers on whom our taxes go.

They would be just idlers, but they are much worse.

Bureaucracy of the middle and junior level, this is exactly the swamp that needs to be drained.

Good job of pointing out the real problem. Obama made it no secret he wanted to fill the bureaucracy with "career" people instead of political appointees so they could not be replaced by a new administration.

No better racial and national appointees.

And worst of all, when political appointees are appointed from racial or national minorities and believe that now these places are for them forever and that now they can do nothing at work.

Political appointees can be replaced. Unfortunately, GOP administrations leave many of these folks in place.
