Afghanistan was a failed state and the Pakisani Intelligence created the Taliban to rule over the various tribal Leaders.  Pakistan called the shots!  We knew it all along.  In Mexico, the Cartels call the shots.

Or is it a symbiotic relationship, not unlike the agreement Saudi Royalty and the Muscum Wahhabi did decades ago for survival? The Mexican politicians knew they had to deal, because the cartels have been around much longer than any politician. If you want to be politics in Mexico, you get the approval of the cartels first.
