Bush's Medicare VS Obamacare. Similarities??? or gaping differences?

Hey guys, I came across this article in my face book feed.  This is potentially "Bull".  Vast differences in my opinion.  Was totally passed in a partisan fashion without a single republican vote. I can't seam to find any info if medicare D had bipartisan support or not. .  http://thinkprogress.org/health/2013/10/24/2828261/hearing-post/

 Karl Rove wrote that not many democrats voted for "D".  It was very few.  Thats all I can dig up on it.

Part D was a little piece of a big law -- the Medicare and Prescription Drug Modernization Act, which passed the House by a roll call vote on June 27, 2003. To say it was close is an understatement: 216 yea, 215 nay. It later passed the Senate by a somewhat wider margin.

At the time, both houses of Congress enjoyed Republican majorities, but the bill was by no means passed unilaterally. Nineteen 'Pub reps crossed the aisle and voted against the bill, but nine rogue Dems did the same in the opposite direction and voted for it. Clearly, without that Democrat support, Medicare Part D would not have passed.
