Background: Arkansas State Senate District 21 was up for grabs in a special election held this past Tuesday, Jan. 14. Steve Rockwell (D) and John Cooper (R) competed for the seat, which represents Craighead County (Jonesboro). The county hasn't been represented by a Republican since Reconstruction, and the race was considered a referendum on the KenyaCare Medicaid expansion in the state. According to the NRSC, the Dems outspent the Pubs by a 3 to 1 margin in the race, which was predicted to be very close. The result was considered to be of significant importance as an indicator of how November's elections may treat Mark Pryor (Dem running for re-election to the U.S. Senate) and Mike Ross (Dem candidate for governor). According to an analysis published in the Daily Koz two days before the election:

QuoteCraighead County is a key area of the state for both Mark Pryor and Mike Ross to win (they need to get at minimum 49% of the vote in this county to win the state) If Rockwell can't put up a decent showing, Democrats are going to have some serious issues going into 2014.

The result: John Cooper 57%, Steve Rockwell 43%. Cooper polled over 1,000 votes more than his opponent, in an election where the total number of ballots cast was under 8,000.

It remains to be seen whether Dems can somehow spin the outcome into a "decent showing" by Rockwell.

Craighead County is an interesting study. Its population is right at 100,000, which is pretty large for Arkansas. It is predominantly White, but has been represented by dems for many years and now it moved. I would think part of its history is Jonesboro is where Arkansas State University is located so there is an academia influence. Whatever, it is not good news for mark Pryor this year.
