We used to float the river with floating ice chests filled with beer.  There wouldn't be a person on the river who could pass a breathalyzer!  People floating for as far as you could see.  In all the years we did it, I've never heard of anyone drowning.  I can see the guy in the float using police resources; meanwhile, the meth lab down the street continues to carry on.
We used to do that when we were kids. Not once was I cited for operating and inner tube while intoxicated.

Thats happened at my river.....except they DNR makes an event out of it....  They set some up hidden along the banks... spotters,,, when they see a possible,,,they radio ahead to the ones in kayaks who are looking like happy river people complete with a beer can resting on the front... tag your it! instant dui breath tests the whole bit.....
its not fair,,,,but....they think it is for the greater good,,,and sometimes actually,,,it is...
I've seen that maybe 3 times in 10 years though so its not an all the time thing.
Nature is an infinite sphere of which the center is everywhere and the circumference nowhere.
